Organizația Patronală a Turismului Balnear din România (OPTBR) și Uniunea Bulgară de Balneologie și Turism Balnear (BUBSPA) au încheiat un Memorandum de Cooperare pentru dezvoltarea turismului balnear și de wellness în regiunea Dunăre–Marea Neagră.
Reprezentanții celor două organizații – dl. Nicu Rădulescu, Președintele OPTBR, dr. Siyka Katsarova, Președintele Uniunii Bulgare de Balneologie și Turism Balnear (BUBSPA) și, din acest an, Președinte al European Spas Association (ESPA), dna Iuliana Tasie, Prim-vicepreședintele OPTBR, și dna Svetina Ivanova, Directorul Executiv BUBSPA – au semnat Memorandumul de Cooperare ce vizează consolidarea și promovarea turismului de sănătate în zona transfrontalieră România–Bulgaria.
Documentul a fost oficializat la 12 noiembrie 2025, în cadrul Congresului Turismului Balnear și de Wellness al României, desfășurat la Sovata Ensana Health Spa Hotels între 11 și 13 noiembrie. Ceremonia a avut loc în prezența domnului Laurențiu Viorel Gîdei, Secretar de Stat în Ministerul Economiei, Digitalizării, Antreprenoriatului și Turismului, marcând sprijinul autorităților române pentru dezvoltarea acestui sector strategic.
Memorandumul subliniază potențialul remarcabil al resurselor terapeutice naturale ale celor două țări – ape minerale și termale, nămoluri terapeutice, factori naturali de cură și un climat benefic – ce pot susține o dezvoltare competitivă a turismului de sănătate la nivel european. De asemenea, documentul valorifică experiența complementară a celor două organizații: expertiza BUBSPA în standardizare, acces pe piețele internaționale și dialog instituțional, respectiv rolul OPTBR ca principal reprezentant al sectorului balnear românesc, cu tradiție în promovarea resurselor naturale, reprezentarea industriei și formarea profesioniștilor.
Cele două părți se angajează să dezvolte proiecte comune în domenii precum: creșterea vizibilității și reprezentării internaționale, elaborarea de produse turistice integrate, participări coordonate la târguri internaționale, programe de formare și schimburi profesionale, promovarea cercetării științifice și inovării prin colaborări cu mediul academic, precum și accesarea unor surse de finanțare europeană, inclusiv INTERREG, Horizon Europe sau Programul Regiunii Dunării.
Acest parteneriat creează cadrul pentru dezvoltarea unei destinații transfrontaliere integrate, sustenabile și puternic competitive, capabile să se alinieze celor mai performante piețe europene de turism de sănătate.
OPTBR își reafirmă angajamentul pentru valorificarea responsabilă a resurselor naturale terapeutice ale României și pentru consolidarea sectorului balnear ca pilon strategic al economiei naționale. Prin acest memorandum, România și Bulgaria fac un pas important către definirea unei identități regionale comune, ancorată în calitate, sustenabilitate și inovație.
MEMORANDUM OF UNDERSTANDING AND COOPERATION
Between
THE BULGARIAN UNION OF BALNEOLOGY AND SPA TOURISM (BUBSPA), hereinafter referred to as „Party 1”, represented by its President, Dr. Siyka Katsarova /Executive Director, Tsvetina Ivanova
and
THE ORGANIZATION OF SPA OWNERS IN ROMANIA / THE ROMANIAN SPA TOURISM EMPLOYER’S ORGANIZATION (OPTBR), hereinafter referred to as „Party 2”, represented by its President, Mr. Nicu Radulescu / First Vice-President, Iuliana Tasie.
Hereinafter jointly referred to as „the Parties”,
Whereas, Bulgaria and Romania possess an exceptional wealth of natural therapeutic resources, including thermal and mineral springs, therapeutic mud, a unique climate, and other natural healing factors, which form the basis for the development of health (medical, Medical/SPA, SPA, and wellness) tourism.
Recognizing, that the Bulgarian Union of Balneology and SPA Tourism (BUBSPA) has accumulated significant experience and achieved strategic successes in the field of international market access, quality standardization, and influencing the national policy of Bulgaria.
Recognizing, that The Organization of SPA Owners in Romania/ The Romanian SPA Tourism Employer’s Organization (OPTBR) is the leading representative of the Romanian balneology sector with long-standing experience in the management of natural resources, advocacy before national authorities, and the professional development of personnel.
Sharing the common vision, embedded in the national tourism development strategies of both countries, to establish the region as a leading, year-round European destination for health (medical, Medical/SPA, SPA, and wellness) tourism.
Convinced, that combining their complementary strengths will create significant synergy, enhance the competitiveness of the entire cross-border region, and lead to mutual benefits for their members and the economies of both countries.
The Parties have agreed to sign this Memorandum of Cooperation.
Article 1: Purpose of the Memorandum
1.1. To establish a formal framework for a strategic partnership between BUBSPA and OPTBR to promote cooperation, the exchange of knowledge and best practices, and the implementation of joint initiatives in the field of health (medical, Medical/SPA, SPA, and wellness) tourism.
1.2. The Parties shall work together to achieve the shared vision of establishing the Danube-Black Sea cross-border region as an integrated, sustainable, and internationally recognized destination for health and well-being.
Article 2: Guiding Principles
The cooperation between the Parties shall be based on the following principles:
- Mutual Benefit and Reciprocity: All joint activities are undertaken with the aim of achieving tangible benefits for the members of both organizations.
- Knowledge Exchange and Capacity Building: A commitment to the open sharing of strategic information, operational know-how, and best practices.
- Joint Advocacy: Presenting common positions on matters of mutual interest at the national, regional, and European levels.
- Sustainability and Quality: A commitment to maintaining the highest standards of service quality, conservation of natural resources, and ethical practices.
Article 3: Areas of Cooperation
The Parties agree to cooperate in the following priority areas:
3.1. Joint Market Development and International Representation:
* Developing and marketing joint cross-border tourism products and routes.
* Organizing joint participation in international tourism exhibitions and fairs.
* Developing common digital marketing campaigns and platforms to promote the regional health tourism product.
3.2. Harmonization of Professional Training:
* Organizing cross-border staff exchange programs and joint training for skill enhancement.
* Cooperating with educational institutions to develop common curricula.
3.3. Promotion of Scientific Research, Development, and Innovation:
* Initiating joint scientific research with universities and scientific institutes to prove the healing properties of the natural resources in the region.
* Creating working groups to develop innovative, science-based therapeutic programs.
3.4. Joint Project Development and Application for Funding:
* Active and priority cooperation to identify funding opportunities from European Union programs (including INTERREG, Horizon Europe, Danube Region Programme) and other programs.
* Creating partnership consortia for the development and submission of joint project proposals aimed at the objectives of this Memorandum.
* The Parties shall make joint efforts to attract external funding for joint projects and initiatives from national, European, and other international sources.
Article 4: Conclusion
4.1. This Memorandum shall enter into force on the date of its signing by the authorized representatives of both Parties.
4.2. This Memorandum does not constitute a legally binding contract and does not create legal obligations under international or national law. It expresses the serious intentions of the Parties to cooperate in good faith to achieve their common goals.
4.3. Any amendments and additions to this Memorandum shall be made in writing by mutual consent of the Parties.
